What is an ‘IA-Rate’?
A cumulative incidence rate is the number of new cases of a disease divided by the number of persons at risk. It determines a person’s probability of being diagnosed with a disease during a given period of time, in this case, 14 days. The higher the number, the greater the prevalence of the disease in the community. In the case of Spain, it is determined as the number of cases per 100,000 inhabitants, based on INE population data of January 1st 2020.

What is a ‘Positivity Rate’?
The positivity rate is the percentage of people who have tested positive for COVID-19, in other words, how many of those tested were actually affected with the virus. A figure less than 5.00% is an indicator that the virus in under control.

What is ‘Fatality Rate’?
The fatality rate indicates the severity of the virus in the population. The global average for COVID-19 is around 1.61%. To put that figure into context, seasonal flu has a fatality rate of between 0.1 and 0.5%, malaria around 0.3% and measles between 1.0 and 1.3%.

What is an outbreak?
An outbreak is a sudden rise in the number of cases in which two or more people experiencing a similar illness are linked in time or place.


WHAT TO DO IF YOU TEST POSITIVE

If you test positive:

Isolate yourself immediately.

If you self-tested, contact your health centre or request a ‘online coronavirus appointment’.

If you took the test in Primary Care Centre or at a sampling point, you will receive an SMS with the result and the measures you need to follow.

How long do I need to isolate?

7 days, as long as there are no symptoms in the last 3 days of isolation.
Precautions should be taken up to 10 days after the onset of symptoms or the date of diagnosis.

21 days for people with severe illness or immunosuppression.

Inform your close contacts

Positive cases should inform your close contacts.

If you are a close contact and have symptoms, you should call 900 300 555.

Only unvaccinated or immunocompromised close contacts should quarantine for 7 days.

Close contacts who don’t need to quarantine should take extreme precautions for the next 10 days, especially with vulnerable people.

Sick Leave from Work

If you have been diagnosed with COVID (using PCR or antigen test) and need to take time off work, you can apply for sick leave (‘baja laboral’) by downloading a form from the GVA website here to apply for it.

Conditions
You need to have had a positive test result recorded by the regional health department (Conselleria de Sanitat Universal i Salut Pública) and performed within the Valencian health service (primary care/health centre, doctor surgery or hospital) and in accredited laboratories or pharmacies. Details with which to apply for sick leave which will be available the day after the report of the result, i.e. if you have been diagnosed today, then you will be able to process your sick leave application from tomorrow. Self-diagnosis antigen tests performed at home must be confirmed at one of the facilities named above, otherwise they will not be valid for the application. The interval between the test result and the application for sick leave is set at five days.

IMPORTANT: To obtain temporary sick-leave, you must fill out the application form.

Procedure
After a successful application for sick leave, the National Social Security Institute (INSS) will notify the company directly of the sick leave.

Once the application has been process, statements can be download on the Electronic Health History system (HSE) here – this is accessed through the Cl@ve gateway and will be necessary to have a digital certification or Cl@ve.

When accessing the system, select [Informes HSE] and then [Incapacidad Temporal].


Current Restricions for Comunidad Valenciana

“VACCINES, MASKS and COMMON SENSE”

THE BORDERS of the Communidad Valenciana are open.

There is no limit of SOCIAL GATHERINGS in both private homes and public spaces.

Face Masks

FACE MASKS only have the worn in the following circumstances:

  • When working in or visiting a hospital, health centre, blood transfusion centre, chemist, or a home or residence for the elderly.
  • On public transport, such as a bus, train, plane, taxi, ship, or metro.

The Hospitality Sector

All venues, including bars, restaurants and nightclubs, are allowed to open according to their normal licensing, with or without live music, with no limitation on the number of people sitting at a table and no minimum safety distances to be observed. However, smoking remains prohibited in any part of the establishment (bar, restaurant, nightlife venues) including terraces.

Vaccination Information

Downloading the EU COVID Certificate

Once you have completed the course, you may have to wait a couple of days before your EU COVID Certificate is available but the signs are that the system is speeding up and we downloaded ours just 24 hours later. Here’s how we did it on a PC:

1. On a PC, head to this page: http://coronavirus.san.gva.es/es/web/vacunacion/inicio

2. Click on [CERTIFICADO COVID-UE]

3. Click on [SOLICITAR CERTIFICADO COVID DIGITAL UE]

4. Insert your SIP card number, your date of birth and date of issue of your SIP card (if it has one). Type in the letters (they must be in capitals) and press [VALIDAR].

5. If everything is okay with the data, press [ENVIAR SMS].

6. Almost immediately, you will receive an SMS on your mobile phone with a six letter code; type in the code in the space on the webpage (which will have added a box after you complete Step 5).

7. Click on [Certificado COVID Digital de vacunación] and your certificate will be downloaded in PDF format.


Vaccination FAQs

The GVA Sanidad website has created a special section to answer Frequently Asked Questions about the vaccines as well as give information about what you should know before receiving the jab.

Booster Shots

A third booster shot is being administered to the most vulnerable members of the population to significantly improve their immune response to the virus and this will be administered to people aged 70 and over, along with the flu vaccine, in local health centres and residential homes six months after their second vaccine shot. This booster will also be given to people with high-risk conditions, including receiving treatment with immunosuppressive drugs.

The number of people being treated for COVID-19 in ICU wards in the Comunidad Valenciana has plumeted by 94% this year and there has been a 96.5% reduction overall in admissions to general wards. The Valencian region has the lowest percentage of hospitalization due to COVID-19 in the whole of Spain (1.36%) and second for ICU ward admissions (4.11%) behind Melilla.

The Comunidad Valenciana has revealed the protocols that will be applicable to passenger cruise ships that begin, end, or make stops in any port in the region. Each vessel must prepare an appropriate COVID-19 Contingency Plan regarding preventative measures (social distancing, masks, hand hygiene, etc.) that will apply to both passengers and crew and will take into account the number of passengers, design and characteristics of the ship, the management of passenger flow, the boarding and disembarking systems and control measures in the event that a possible case of COVID-19 is detected on board. The plan, specific to each ship, must be made available to the health authority on request and can be adapted to the current health regulations of the docking ports at all times.

The regional health minister has confirmed that those people in the age group 70-74 in the Comunidad Valenciana will have received at least one dose of COVID-19 vaccine next week, specifically of the Pfizer and Moderna types, although full immunization will be provided to those who will be receiving the Janssen vaccine. Those aged 70 to 72 will be receiving their appointment for the large vaccination centres via SMS and those aged 73-74 will be summoned to their health centre by telephone for administration of the vaccine. Then, from May 17th, vaccination will begin for the age group 55 to 59 for which more than 100,000 vaccines have been put aside.

Ximo Puig, president of the Generalitat Valenciana, held an online meeting with experts from different fields to address the evolution of the COVID-19 pandemic in the Comunidad Valenciana.

Spain has extended its restrictions on entry into the country by air from Brazil and South Africa. Only Spanish citizens and residents of Spain, in addition to residents of Andorra and their nationals, as well as passengers in international transit to a non-Schengen country with a stopover of less than 24 hours (so long as they don’t leave the airport), may enter the country.

Spain has performed more than 40.4 million COVID-19 diagnostic testes since the beginning of the epidemic. In the last week (April 23rd to 29th), a daily average of 124,439 testes have been performed, 82,754 of which were the PCR type.

The total occupancy of hospital beds in the Comunidad Valenciana is currently 69.29%, of which 65.65% are non-COVID patients and 2.64% are COVID patients. Regional health minister Ana Barceló said that after more than a month with a 14-day IA rate less than 50, the situation in the region’s hospitals is “well below average” and one of the best in the whole of Spain. However, she added that “we can’t forget that the virus continues to be transmitted and we must follow all the recommendations that are currently implemented in the Comunidad Valenciana. We have to take care of ourselves in order to take of others”.

The Comunidad Valenciana has received 174,330 doses of the Pfizer vaccine, an increase of 39.3% on the previous week. The doses will be allocated thus: 25,740 Castellón, 87,750 Valencia, and 60,840 Alicante. A further 190,000 doses are expected to be delivered to the region next Monday 3rd May.

The regional ministry of health has published an update on the origin of the massive outbreak at a student residence in Valencia reported on Saturday which caused more than 100 cases (89 students and staff plus 15 relatives of staff). A study has concluded that the most likely hypothesis is that initial infection occurred during the Easter holidays and it was brought back to the residence where it subsequently spread among students and staff. This rules out the origin of the outbreak being within the student residence itself. The venue has been put into isolation until May 1st.

The regional ministry of health has reported that the Comunidad Valenciana has passed the 3 million mark for the number of PCR tests carried out since the start of the pandemic, more than a million of which have been in the last three months alone. As for Spain as a whole, as of April 1st, the autonomous communities have collectively carried out a total of 37,012,618 COVID-19 diagnostic tests since the pandemic began; 28,028,393 PCR tests and 8,984,225 antigen tests.

Spain has extended the limits on flights arriving from Brazil and South Africa to 00:00 (CET) on Tuesday 27th April 2021, the fifth extension. Only those flights carrying exclusively Spanish citizens and residents in Spain, as well as those of Andorra, will be permitted, in addition to passengers in international transit to a non-Schengen country with a stopover of less than 24 hours who will not be allowed to leave the transit area of the Spanish airport.

The president of the Generalitat Valenciana, Ximo Puig, has announced that the regional government has activated more than 357 million euros in aid from the PLAN RESISTIR campaign, which is aimed at supporting the business sectors most affected by the crisis generated by the COVID-19 pandemic.

Valencia will receive more than 270,000 Pfizer doses in March
