MUNICIPAL ACOUSTIC PLAN WILL ADDRESS NOISE POLLUTION IN XÀBIA
An analysis will look at different areas and propose measure to minimize excess noise

The Ayuntamiento de Xàbia has put out to tender the drafting process of a new municipal acoustic plan which will be used to analyse the noise levels that exist in the municipality and provide information about the specific sources that cause such noise pollution. The acoustic map will distinguish between rural and urban areas, communication routes, industrial and recreational zones as well as residential and commercial areas. It will also look at spaces designated for health and educational uses as well as those area which have environmental values which need to be more preserved. The budget for the drafting stage has been set at 46,000 euros including IVA.

The company which takes on the project will have an eight-month period during which to take measurements, analyze noise levels and identify the sources of the sounds that are being produced. It will also be required to assess the noise generated by traffic, establishing levels for each street, and then prepare a diagnosis of the general situation and the measures to be taken in each area of the town. The objective is to establish an action programme both to minimise noise pollution as well as establish noise control systems with the aim of reducing levels and indications for the regulation of road traffic.

A municipal acoustic plan is a key tool for managing problems generated by excessive noise and it will define specific measures to be taken in the fight against noise pollution, setting limits above which there will be sanctions issued. One of the areas that the Council has special interest in studying the noise levels is the Arenal zone which is where most of the entertainments are concentrated and consequently where most of the resident complaints originate. In addition to this report, the Council has also been reviewing the entire urban planning and activity licensing situation over the past few months, sanctioning those premises who do not adjust their activity to what is authorised within the current legislation.

El Ayuntamiento de Xàbia ha sacado a licitación la redacción del plan acústico municipal con un presupuesto base de 46.000 euros, IVA incluido. Este documento servirá para analizar los niveles de ruido existentes en el término municipal y proporcionar información acerca de las fuentes sonoras causantes de la contaminación acústica. El mapa acústico distinguirá entre las zonas rústicas y urbanas, vías de comunicación, áreas industriales y recreativas, así como residenciales y comerciales. También los espacios especialmente protegidas por estas destinadas a usos sanitarios y docentes, así como las que tienen valores medioambientales que precisen estar más preservados.

La empresa encargada de elaborarlo tendrá un plazo de ocho meses en los que hacer mediciones, analizar los niveles de ruido e identificar las fuentes sonoras que los producen. También del ruido que genera el tráfico, estableciendo niveles en cada calle, y preparar un diagnóstico de la situación general y medidas para cada una de las áreas. El objetivo es fijar un programa de actuación, tanto de cara a minimizar la producción y transmisión de ruidos, como a establecer sistemas de control de ruido o para reducir sus niveles e indicaciones para la regulación del tráfico rodado. La contrata sale por procedimiento abierto simplificado.

El plan acústico municipal es una herramienta clave para la gestión de la problemática que generan los excesos de ruidos. Definirá las medidas específicas en la lucha contra el ruido y fijará límites a los ruidos a partir de los cuales será sancionables. Una de las áreas que el Ayuntamiento tiene especial interés de estudiar es el Arenal, donde se concentran la mayor parte de locales de ocio y, consecuentemente, de las quejas vecinales en esta materia. Paralelamente a este informe técnico, el Consistorio está revisando desde hace meses toda la situación urbanística y de licencias de actividad, sancionando a los locales que no ajustan su actividad a lo autorizado y a la legalidad vigente.
